<p>Love came through, Fred Love that is, owner of Ortega Tack and Feed store. At Horse2Hearts request Ortega Tack and Feed offered help for American Paint horse ‘Bismark’. The horse had been abandoned, dumped out of a shippers trailer with a leg ripped to shreds. He is mending, but feed was needed to help his recovery continue. Sharing his resources, Fred Love stepped up to help.  H2H asked him because we wanted to support the folks that work everyday to help horses in need. <p>Bismark will be healthy again thanks to the loving people there for him. Thanks to Doris boarding at Mission Trails Stable in San Juan Capistrano, who took him in and Fred at Ortega Tack and Feed.</p>

This list gives Equestrian Center riders help to know what is correct in most riding situations to maintain safety and poise. Thank you for this well written list by Deb.<br />
Etiquette<br />
•	Left shoulder to Left Shoulder: Riders should try to ride in the same direction. If this isn&#8217;t possible then the left shoulder to left shoulder rule should apply. (Some European countries ride right shoulder to right shoulder.)<br />
•	Slow on the Inside, Fast on the Outside: Slower riders should ride on the inside track including those doing schooling such as lateral work etc… Riders working at a faster pace such as a lope or canter should stay on the outside track.<br />
•	Announce Your Intentions: Tell the other riders what you plan to do: &#8220;passing on your left&#8221;, &#8220;jumping fence 3&#8243;, &#8220;leaving arena&#8221;, &#8220;entering arena&#8221;.<br />
•	No Lunging: No lunging while riding.<br />
•	Mount Out of the Way: Mount and dismount in the center&#8211;not on the track.<br />
•	Work Together: Users should be doing similar things: i.e. jumping, flat work, if at all possible. And even though the rule is left shoulder to left shoulder understand it isn&#8217;t always possible. Be generous with right-of-way<br />
•	Cue Quietly: Voice commands, kissing, smooching to cue your horse should be done quietly and away from other horses. Accidentally cueing another person&#8217;s horse as you ride along side them could cause problems.<br />
•	Try Not to Interrupt Lessons: Try to schedule your riding for times when the arena is not being used for lessons. If you must ride during a lesson try to be unobtrusive.<br />
•	Clean Up: Clean up the arena after use. Clear out manure, put away jumps, trotting poles or pylons. Leave it the way you found it or better.<br />
•	Follow Posted Rules: Most arena owners have rules posted. Follow them.<br />
Safety<br />
•	Keep A Horse Length Between: Don&#8217;t crowd other riders and keep at least a horse length between you and the horse in front of you. This keeps you at a safe distance from being kicked. Also when there are riders working on both the inside and outside track, leave enough passing room that one horse isn&#8217;t able to bite or kick at the horse on the other track.<br />
•	No Smoking: Smoking in an arena or stable is a dangerous fire hazard.<br />
•	All Horses Under Control: There should be no loose horses in the arena while others are riding.<br />
•	In Case of Emergency: Know where the nearest phone and emergency number and first aid kit are.<br />
•	Don&#8217;t Allow Escapes: Keep all doors or gates closed. A horse could bolt through an open door into a low ceilinged stable or down a laneway and cause injury.<br />
•	Be Aware: Be respectful if another is having problems with a horse, is riding a young horse, or is a beginner or timid rider.<br />
•	Give Right of Way: Be generous giving right of way even it if it is not technically the correct right of way.<br />
•	Don&#8217;t Ride Alone: Ride, especially when jumping, with a buddy.<br />
•	Don&#8217;t Get Caught in the Dark: Be aware in stormy weather at night that electrical outages can happen. Some types of arena lightening can take a long time to come on once the power has gone out leaving you in the dark.<br />
•	Always Ride Safe: Wear a helmet and proper boots and ride in control.<br />
•	Don&#8217;t Get in the Way: Spectators should stand outside the arena, not along side the track.<br />
•	Invite the Dogs After the Ride: No dogs in the arena with horses and riders. Most stable owners don&#8217;t welcome other people&#8217;s dogs anyway.<br />
•	Warn of Noisy Doors: Announce if you are going to open a sliding door as some horses might scare at the noise. Give riders a chance to prepare.<br />
•	Ice and Snow Hazards: Be aware that if there is snow or ice on the roof it often slides down making a scary noise. Some horses may spook at this.<br />
•	In an Emergency Get Off: If a rider falls off and a horse gets loose, all riders should dismount.</p>

As I said in Part I of this article, for me, riding bitless is neither right nor wrong. It depends on the horse and the type of riding you do. Each type of equipment has advantages. A bit has more communication value as commands can be more specific. <strong>It is important to remember that it is not what you put on the horse’s face, it is what you do with that piece of equipment.</strong><br />
I personally think a horse’s nose is more sensitive to pressure on the outside than a snaffle bit is in the mouth. I designed a bitless apparatus to start colts because I can pull on it and it does not have the bite of a hackamore. It is designed so that I can get a hold of the horse’s nose without it over reacting. I can then do the ground work needed to teach a horse to give to pressure. The apparatus is not a harsh piece of equipment. The advantage of using a traditional halter is that it is not as harsh as a cowboy or string halter. A cowboy halter is not a harsh piece of equipment if used properly. It is made of one-eighth inch string and does have more bite than a leather or web halter but it does not have the bite of a hackamore that is nine sixteenths or five eighths. Some horses will over react to even that much pressure. I have started many colts with a cowboy halter and have ridden with just the halter the first three or four times as colts are sometimes frightened by  something abrasive or something in the mouth.</p>
<p>As I work horses, I like to change from a snaffle to a hackamore as it gets me out of the horse’s mouth for a while. I can pull on the face without having to pull on the inside of the horse’s month. It gives me an opportunity to get some work done where a snaffle bit would be too harsh. I am talking about taking hold of the nose. Here again, we must be careful because the outside of the month and the jaw can be very sensitive as there is no padding at those spots. Another thing I like about a hackamore is that if I have a horse, like an Arab that can move his parts in six different directions at once, a hackamore can align the horse’s body from nose to tail. This is because of the shape of a hackamore. A hackamore is designed so that a horse learns to stay in the middle of the hackamore. I like using a hackamore even with a horse who is normally ridden with a bridle because it gets the horse off the forehand. Some horses learn to lean on the bit but a hackamore teaches the horse to stay off the pressure both laterally and vertically. As a trainer, the hackamore is an excellent tool for me.  </p>
<p>Most people are happy if they can walk, trot and canter their horses. Not everyone is an over achiever and expecting more of the horse. If you, for example, are going into reining, you need more control as the horse needs specific cues. A snaffle permits a more specific cue. I also use leverage bits and other types of bits for different jobs. The type of equipment to use also depends on the personality of the horse. If your horse is not listening and is laying down on the bit, a more severe bit may be needed. You may go to a twisted wire mouth piece for a few rides and when the horse is listening, go back to a smooth mouth piece. Once the horse learns to respect the bit we need to release the pressure and use a regular bit.<br />
Some bits are designed with a single purpose that can help in training but there is no magic bit. And elevator bit, for example, helps to keep a horse’s shoulders from dropping. A bit with a twisted wire mouth piece, a leverage bit or a bit with a high port may be needed with a horse that is pushy. Even if the horse learns to yield and be soft, a pushy horse may always need that type of bit. Knowing your  horse and using the right equipment is important but you need to watch out for the “bigger bit” syndrome. People often rely on a bigger, heavier bit to get a desired response. When the desired response goes away because the horse has learned to deal with the bit, the rider may then get a bigger bit with a higher port or maybe add a chain chin strap. It is the rider who needs to change. If the rider does not know how to use the equipment properly or does not understand the concept of pressure and release, the performance will not get any better. The horse will continue to lean on the bit and remain dull or pushy. The change must be in the riders hands teaching the horse how to yield to the pressure.  </p>
<p>As your horsemanship abilities expand, you will recognize that there is more involved than the type of equipment and you will find that it is more what you do with the equipment. Safety is always of primary concern. Just because you put a big, heavy, severe bit in a horse’s mouth, does not mean it is going to be a safe horse. The horse must know how to yield to the piece of equipment. When I get a horse in at the barn to re-school, I lunge the horse and do some in-hand work first to determine where the horse’s head is. I want to know what I am getting on before I mount. The horse will tell me what I am dealing with before I get into the saddle. If the horse is not listening to my hands, I am not going to get on until I get the horse to response to me on the ground. When you get on any horse, there is always a certain amount of risk. Even the most calm horse may act up when taken out of a closed environment, like an arena, and into the open. The horse is out of his comfort zone and he will act a little different. When I start a colt in the round pen and I can’t get the colt to go forward, I take the colt to the big arena because the space creates movement. No matter if you are starting a colt, re-schooling a horse or riding your own horse, you have to know that the horse will accept and yield to your hands. Then, eventually, the horse will yield to your seat and legs.  </p>
<p>Current articles about the benefits of going bitless are interesting but we must use what works for the horse. It depends on educating the horse and the owner but it does not happen over night. The more you ride, the more you get in touch with the feel of the horse. Any horse can be taught to yield to any type of equipment. It doesn’t matter what piece of equipment you put in the mouth or over the nose, it is what you do with that piece of equipment that is important.  </p>

<p>&#8220;<strong>The most important thing to remember is that it is not what you put on the horse’s face, it is what you do with that piece of equipment. It comes down to your hands, seat and legs. </strong>&#8221; &#8230;</p>
<p>Any type of equipment that goes on a horse’s face but does not go into the mouth is categorized as bitless. Thus, for example, the side pull is categorized as bitless. One fellow has come out with a piece of equipment called a bitless bridle. It is designed to make contact with the chin and poll and it works quite well. I designed what I call the hack-a-pull, a combination of a hackamore and a side pull. Riding a horse in a cowboy or web halter is riding bitless. I ride many horses with hackamores. A hackamore is made up of a bosal which is a firm piece that goes around the nose and then the reins are attached under the chin. There is a leather hanger that goes around the ears. When people ride with a cowboy or web halter, the rope is tied similar to a hackamore.   </p>
<p>For me, riding bitless is neither right nor wrong. Depending on the horse and what you are trying to accomplish, the use of this type of equipment may be very appropriate. I think someone that is just learning to ride should use some type of bitless apparatus. A new rider usually does not have good hands and I would rather the outside of a horse’s face be pulled on rather than the mouth. A horse has sensitive areas on the edge of the jaw and the nose and even a string halter can inflict pain. In untrained hands, a regular hackamore can be very abrasive. I don’t recommend starting a horse in training with a regular hackamore which is usually 9/16 to 5/8 inch in diameter. What most horses are started with is a large diameter hackamore. As training progresses, a smaller diameter or pencil hackamore is used and then with a bridle.  </p>
<p>All bitless apparatus will have a tendency to rub under the horse’s chin. Getting scuffed up is usual for a horse, in other words rubbed and sore. With time, a horse will build up a callus and those areas will be less sensitive but still feel. I have started colts in cowboy and regular halters, snaffle bits and hackamores but if the hands aren’t trained, starting it in a halter is better.  </p>
<p>Each type of equipment has definite advantages. <strong>The most important thing to remember is that it is not what you put on the horse’s face, it is what you do with that piece of equipment. It comes down to your hands, seat and legs. </strong>You must  try to ride with an independent seat and not use the reins for balance. Also, when you ask your horse to do something, you must not ask with the reins while hanging onto them to remain balanced. All that pulling would confuse the horse and the line of communication would be lost.    </p>
<p>Some horses, based on personality, can be pushy in the face. For that type of horse, a piece of equipment, for instance a hackamore, with a little more feel or weight to it is better. This will prevent the horse from running through your hands. The skill of the rider and the personality of the horse relate to the type of equipment that will work best.  </p>
<p>A few years ago I knew a fellow who did a lot of Parelli work and he started his horse in a string halter. He did bareback riding with a halter and he did a very nice job with the horse. However, as the horse got more broke and the requests needed to be more specific, the feel of the halter was too general. I found that out for myself when I was working with a dressage trainer, Major Miguel Trevera. I wanted to see how much I could accomplish using a hackamore. He told me it was not specific enough to all the movements required for finished horsemanship. A bit has more communication value. Stacy Westfall is known for riding without a bridle but when she schools her horse she uses a bridle. For some time she rode the horse with just a rope around its neck. It takes time to get a horse educated enough to understand that type of communication. Also, her horse has a very docile personality. A horse that is too smart or has a high flight instinct can be ridden without a bridle but the horse must be sufficiently trained and predictable. A compliant horse may be ridden without a bridle sooner than a willful horse. </p>
<p>Depending on your goal, if you want to expand your horsemanship, you will need to put a bit in the horse’s mouth. A request with a bit is more specific and not as limited. I’ll talk more next time on riding with or without a bit.</p>

<p>President Obama earlier this month quietly signed into law a spending bill that restores the American horse-slaughter industry, just a few months after a government investigation said the ban on slaughtering for human consumption was backfiring.</p>
<p>The agriculture spending bill Mr. Obama signed the week beforeThanksgiving did not include a ban on the inspection of horse meat — a backdoor prohibition that had, since 2006, effectively halted the U.S. horse-slaughter industry. </p>
<p>In June the Government Accountability Office, Congress’s official investigative branch, released a report saying the ban had shut down U.S. slaughter, but that only depressed prices for horses here while causing many of the animals to be shipped to “foreign slaughtering facilities where U.S. humane slaughtering protections do not apply.” </p>
<p>In unusually blunt language, GAO suggested Congress and Mr. Obamareconsider the ban.<br />The options facing Congress were to further ban export of horses for slaughter or to lift the domestic slaughter ban. Congress chose the latter.<br />“While we have a long way to go, responsible processing represents a vital first step in reversing the unintended consequences to blame for the dismal state of neglected horses and their frustrated caregivers across our country,” said Rep. Adrian Smith, Nebraska Republican. “Reinstating a humane, accountable and legal management tool is good for horses, good for owners, and is good policy.” </p>
<p>There has been no comment by the Agriculture Department’s Animal and Plant Health Inspection Service as of yet. APHIS was responsible for inspecting horses for slaughter before the ban went into place.<br />Horse meat regularly is used for consumption by circuses and zoos, and it is now sent to Eastern Hemisphere countries, where it is an accepted food. But slaughter has been a prickly issue in the U.S., where animal-rights activists and some horse lovers pushed to close slaughterhouses and ban exports.<br />In 2010, about 138,000 horses were exported for slaughter, and another 30,000 horses were shipped for other purposes, though some of those likely were sent to feedlots to be fattened for later slaughter. </p>
<p>Horse slaughter itself was never specifically banned, but Congress in 2006 prohibited any money being spent to regulate and inspect horses being transported for domestic slaughter. Under a 1996 law, those inspections were required for any slaughter intended to produce meat for human consumption. </p>
<p>This year, the House version of the agriculture spending bill maintained the slaughter-ban language. But the Senate spending bill did not include the ban, and when the two chambers reconciled their bills, it was not in the final version. </p>
<p>Mr. Obama signed the spending bill by autopen Nov. 18. He was traveling in Asia at the time the bill was presented to him, so he used the automated signature machine for the second time in his presidency.</p>
